Local development strategy (LES)
The work of the LAG Fichtelgebirge-Innovativ is based on the Local Development Strategy (LES), which was developed together with numerous citizens from the Fichtelgebirge. In addition to the development and action goals for the region, the strategy contains project proposals that will be implemented in the current LEADER funding period.
As a result of an ongoing evaluation process, the strategy is continuously updated and the development and action goals are specified and adapted to the circumstances.
The local development strategy was updated for the LEADER 2023-2027 funding period.
Adjustments, extensions and changes to the Local Development Strategy (LES) are possible throughout the entire funding period by resolution of the LAG’s general assembly:
- In 2015, the LES was adopted as the district development concept for the district of Wunsiedel i. Fichtelgebirge. To this end, the SWOT analysis for the “Economy and education” area (3.1) was updated. In addition, it was determined that the funding rates of the Bavarian LEADER funding guidelines as amended apply to the amount of funding for projects. Framework specifications for limiting the funding amount were waived for the time being.
- In 2019, the LAG decided to forgo any further pre-allocation of the available funding. The decision-making body is responsible for the future allocation to the development goals.
- In 2020, it was decided to carry out the final evaluation at the appropriate time as a basis for updating the LES using the methods described within the possible framework and to apply for renewed participation in LEADER as soon as possible. In addition, the general assembly subsequently legitimized the urgent and emergency decisions of the decision-making body of 10.07. and 01.09.2020.
- In 2023, the LAG decided to clearly assign the members of the decision-making body to one interest group each, taking into account the maximum 49% voting share per interest group.
- A mid-term evaluation took place in 2018. For this purpose, the members of the decision-making body and project sponsors were surveyed using a questionnaire.
- A two-day strategy forum Gesellschaft | Wandel | Landkreis | Heimat was also held to update the “Fichtelgebirge 2020” strategy concept. Stakeholders from the region and members of the district council of Wunsiedel i. F. were invited to review the development strategy and update it if necessary.
- As a result, the strategy and the development and action goals were sharpened, but above all the level of measures was updated and supplemented. No new objectives were added or deleted.
- The project “Resilience and rural development. Path change: Vitality and adaptability in rural communities in Bavaria” aims to integrate resilience into the instruments of rural development at regional level. The aim is to support regions in developing their resilience and robustness in the face of crises.
- The district of Wunsiedel i. Fichtelgebirge was examined as a model region in the regional integration of various land development instruments part of the project. The aim was to determine how successful the interaction of the regionally oriented concepts and instruments of rural development – in particular LEADER, ILE and the eco-model region – has been to date and how it can be optimized from the perspective of resilience.- insbesondere LEADER, ILE und Öko-Modellregion – bisher läuft und unter dem Blickwinkel der Resilienz optimiert werden kann.
